Default HELP No start... throttle body HIGH PITCH

I go to start my car that's been sitting for a week. No start. I hear a high pitch coming from the black part of the throttle body. The car will turn over, but will not start.

Every dash light is on and none of them turn off at all. Is this normal?

Before this ... the car would idle rough every now and then. I cleaned the throttle body and it helped, but would always come back. When I last started it, the car idled fine ... with or without the A/C.

I did get water in it a few weeks ago but it ran fine. Would the car still turn over with a bad immobilizer?

Thoughts??

I took out the seat...The module under the drivers seat looks perfect without any signs of water. The fuse is still good and everything functions on the car.

Fuel pump relay code showed up. Fingers crossed.
