You may also want to mention year and model. If this is for your chevy cavalier . . .
In the meantime - check fuses, then look at the clockspring

It could be the horn/air bag frame. Over time the rubber grommets at the corners wear out and ground it out. Did you check the fuse?

Horn just failed on my '97. Airbag light has been illuminating for over 20 years! Something to do with a bad ground in a seatbelt buckle - I'm surprised the light bulb hasn't burned out yet.
Back to the horn: I'm just starting to troubleshoot mine. First thing I did is check fuse B3 (2nd row from the top/3rd fuse in from the left) mine was fine. Next thing, with the ignition on/engine off and your head down in the drivers wheel well, activate the horn on and off and listen for a clicking sound down in the wheel well on the left. If you hear it, the horn switch in the steering wheel and the horn relay are working (mine is). If you don't, the relay or horn switch could be bad. You can swap in the neighboring relay and check again to see if it is a relay problem. If not, there is a youtube video out there describing the fix for bad steering wheel bushings. The horn relay is in the top row all the way to the right.
Next thing for me will be to pull off the front bumper and check to see whether voltage is getting to the horn. It's still too cold for me to go there.
Good luck.

Re: Your Horn
On my 1999, I took the front bumper off to access the horns. Found the lead to be detached. Reattached securely and it's working great since. As I side note, my airbag light is also illuminated. I fixed it with a piece of electricians tape by covering it up.

I should try that, I've been using my middle finger ever since my horn quit 4 years ago.

What Should You Do If Car Horn Is Not Working?
Your car’s horn is a safety feature built into the car to help get others drivers attention if they start to get into your lane, or in other situations to warn people around you of your presence to prevent wrecks or injury.
This is why it is important for you to have a functioning horn. Sometimes though your horn may stop working. Normally there are a few possible problems if this happens. Continue reading to learn what these problems are and also solutions for them https://www.autoguysland.com/car-horn-not-working/
