Default Do fan issues cause ecu to pull timing?

I just has my right front oil cooler fan replaced. I've also had a fuse blow for the rear cooling fan. When the cooling fan fuse blew I could definitely feel a reduction in power. With the oil cooler fan fixed the car feels quicker (maybe it's in my head). Does the failure of either of these fans cause the ecu to pull timing, or go to some type of limp mode? I know the lack of cooling will cause temps to rise which cause a decrease in power, but I'm wondering if failure of either of these fans cause an active reduction in power. Thoughts?
