Are these spacers?
-rear H&R 3095716 15mm
-front H&R 1495716 7mm
I assumed these were spacers and could be easily removed. Tonight I took off one of the front wheels and got a good hard look at them. It looks to me like taking them off would render the wheel unable to sit flush to the hub due to the three tabs protruding from the hub center. Am I wrong? Would the wheel fit if I pulled them off? And HOW do I get them off? They weren't budging at all when I tried.
It looks like it sits on top of part #9 in this diagram:

Yep those are spacers, and they’re likely just fused to the hub. Give it wack all around with a mallet or lightly tap with a hammer and I bet it’ll come loose.
The three tabs help to hold the wheel in place until the lug bolts are in. The wheel should still fit even with the spacer removed.

PB blaster, a wedge of some sort if necessary, a big mallet... all of the above.
My high mileage turbo also came with spacers in the rear (surprise!) and I needed to do all of the above to get 'em off. Clean the hub with a wire brush and then apply anti-seize.
