twin efr 7163 turbos are less than 5k$ with oem exhaust hot side flanges and water lines. the 6258 turbos are slightly less. keep in mind the efr turbos have intenal wastegates that can handle 35 psi and theres a built in bov the recircultaes the air to the compressor whjeel to keep spool up during shifts. this save you 1000$ in external parts

Coming over from the Cayenne forum because we are looking to get into a 997.1. I put the efr 7163's on my Cayenne build and they are really impressive! Time will tell how they hold up but they sure are light with the aluminum supercore and even though we have just started tuning I couldn't be happier. The built in CBV's are working perfectly and eliminate a lot of plumbing that I don't have room for and two aftermarket valves.
I know adapting them to the 997 is a bit different if you want to use the exhaust housing but FWIW I paid $ 1090 each for the supercores on a Jeg's price match, ~$300 each for the turbine housings, and another $290 each for the 90 degree forward facing compressor covers, which ended up being free after I ebay'd the originals. I don't think there is another turbo of this size that you can get with a 2 1/2" inlet that doesn't surge or shuffle.

the engine builder i use has new hot side housings that are a direct bolt on for the 996tt and 997.1 turbos. you use oem headers and exhaust flanges for a plug and play install.

I'm not so sure the journal bearing designs have the long term thrust capabilities of the BB type and the spool is not arguable between the two.
