Is this an acceptable torque multiplier to use with the CL wheels?

I wouldn't use a torque multiplier at all because you have to account for an unknown gear train loss.
Just use a 3/4" drive torque wrench capable of the torque requirement. These are widely used by Porsche guys: http://www.thetoolwarehouse.net/p-46...s-c4d600f.aspx
