I guess my question is, do these things actually do anything for a street/DE driver? Or is it just insurance for those that spent $200k on a 4.0 that nobody will confuse their car with a lowly RS?

^ I dont think Porsche do such things "simply" for cosmetics, I think in the launch materials they claimed they were part of the additional aero for the car. when that additional downforce (or lack of lift) manifests itself is another question ...
obviously larger aero such as this has appeared on endurance cars (in particular the Merc in Le Mans) to significant effect (it stopped them looping) ... I doubt we will need them to correct that problem.
I think Porsche added them to diffirentiate the 4.0, but also because they work, I doubt they do much in the US ... elsewhere at speed I am sure they do add some stability.

My guess is that the 4.0 planes function will not even be perceptible. I'm still of the opinion that they are using the planes to differentiate the models and add some exclusivity by using the styling from the GT3R. I believe that they do work, but probably need to be much larger based on every other design the race teams are using. The 4.0 planes look to be more for aesthetics.
