Given the 959's are approaching vintage car status (>20 yrs if memory serves) would that permit them to be registered without DOT/EPA approval?

Sure, you can register just about anything if you don't want to drive it more than a few hundred miles and only to and fro historics events. I'm not sure it's 20 years, I think 30-ish because early 911's aren't yet historics afaik. And the DMV mentioned they wanted to stop "ticking" the emissions exemption age because late 70's vehicles were notoriously "dirty". I'm not sure where they're at on stopping the clock.
