CPO question on a .1 RS

Hey Guys ,
I saw C.J. mention CPO on his silver 07 RS that he has had for sale ; is there a new policy on CPO ? I thought it only covered cars 10 years old or newer . I take it that if I traded my '07 in to the dealer ( under 12K miles ) they could now offer to CPO it to the next buyer ?
