almost every car on the road with 4 or 5 lugs are safe with 95 to 100 lbs torque, and yes you should torque every car
get a 1/2 " drive torque wrench and a soft or scratch proof deep 19mm (and some cars use 17mm)socket and I always have a 1" extension on my wrench to keep it out away from the body

Mid to high 90 ft lbs is fine. Brush off any rust on the lugs and hub and torque down the bolts w/ the tires barely contacting the ground.
Torque wrench questions are almost as common as oil related questions. A search will help.
If youre just looking for lug bolts then get a1/2 one at harbor freight for $10. Use it for a couple of years and throw it out. Its fairly accurate.
If you want something slightly nicer try Lowes. The 1/2 kobalt w/ locking nut and a blue gripe is excellent and just $59.

I do 95 lbs, wire brush the rusty extended bolts, anti seize compound them. Think again about buying new ones.
