Default 997 C2 Cabriolet Safety Belt Issue

I have a 2005 C2 Cab that I bought used. The driver's safety belt does not fully retract and lies loose after being unbuckled. The passenger's safety belt fully retracts and has more tension. I had a local shop get a new safety belt assembly and install it. It performed just as bad as the one that was replaced. The Porsche agency that sold the shop the replacement belt replaced it again. The second replacement does the same thing. My mechanic drove my 997 Cab to the Porsche agency and the Agency rep said that the belt was working to specs. The rep showed my mechanic four other Cabs that were in the shop and all of the safety belts were only partially retracted and loose. The Agency refused to replace it again - said that it was "normal' in a Cab that the belt does not fully retract.

Anyone have any thoughts about this? I cannot accept this from a Porsche Agency.
