pretty sure FVD sells those. This is an adapter to from a Carrera to Carrera S tips (non-PSE)

Or if that doesn't solve your problem, maybe time to swap to the larger 90mm quad tips from Racing Dynamics? (These come with 3 sets of different sized inner rings)
ECStuning and Pelican Parts carry it, they're $250 retail for the pair.

Adapter is not what I need, everything is 3.8 sized. It's literally that piece in the picture. I have 2 sets of tips, Tubi Style and Fabspeed, both need that ring to fit properly.

Take the pieces or the one from the other side to a local muffler shop, have them match up the thickness of the tubing with something they have in house and they can use a torch or chop saw to cut you a new one the right thickness and also cut a slit in it so it's adaptable as you tighten the clamp. They'll probably charge you $10.
