I just heard tonight that PG&E, their electric co., is on the verge of bankruptcy and plunged over 20% today...

Austin997.2 is correct, unfortunately. All of the Yankees and Californians that move to my state are fleeing taxes and onerous government, then keep voting for it when they get here.

That's awesome, and not in a good way. No thanks CA. It's a state that can't support itself (brown outs, water issues, taxes, etc and now this) .

Looks like all the tuners based there (I. E. Sharkwerks, etc) need to move to where I am in SC, where we don't even currently have emissions or inspection testing, and as a bonus, you'll be 5 minutes form the best football team in the country - Go Tigers !

Here is some clarification as to what is defined as "excessive noise". I wonder where the PSE fits in all of this given it's OEM.

That's the problem, and is a common tactic in municipal money grabs. If you don't define what constitutes a violation, then it's up to the officer and the judge. And when it's up to them, the citizen has no legal recourse.

Seems like it could even be subject to where you hear it. An exhaust in an enclosed tunnel or parking garage will sound way louder than one out on the highway.

I agree with your comment however, why would law enforcement start pulling "nicer" cars just because they sound louder than other cars? They should stick to pulling over Honda civics with loud exhaust

This is a case for a cash grab for the state and since it's the beginning of the year, the police are out on full force. From what I've been reading and because of the viral video of the police officer stating it's a mandatory 1K fine, every car enthusiasts/forum has been digging deeper into it. It's not as bad as it seems and the police officer is partially correct. It's our job to know and understand the laws so it's less of a hassle and less time wasted.

Misconception. No where in the law states that a new $1000 fine will be implemented after the law change. From my knowledge living here, the $1000 has been in the effect for years now and is the consequence if you DO NOT get the car checked out by the state referee. If you get a state referee sticker on your ticket and get the car checked out, instead of previously getting the ticket signed off as a correctable and paying the $25 correction fee, now it is not correctable and is a $200 fine. Again, nothing new here, aside the $175 difference in the ticket. The car still "needs" an adequate muffler system per law states and below 95db.

I don't think it's only the rice burners and there has been reports of OEM sports cars getting pulled over. It's the side shows where they have blocked the Bay Area bridge, freeways and streets along with a combination of the loud Harley riders and the crotch rockets with their exhaust slashed bouncing off the rev limiter.

We have major Harley events every 5 years that attract many thousands and there is always a parade with thousands of Harleys. The noise is incredible! Fortunately, it's only for one week every 5 years. The rest of the time we don't have to deal with a lot of noise. It must be pretty bad there when they have to start cracking down on all vehicles. It reminds me of Venice, where they outlawed travel bags with rollers due to the noise created by thousands of tourists roller bags on the cobblestones.
