Picked up my new baby a few months ago and wanted to change the license frame. Is it me, or is there a special screw securing the frame?

Traditional phillips does not work and when I inspect closer, it seems that the screw also has a pin in the middle meaning that I will need a tool with a hole in the middle?

I may have to look closer in the sunlight.
