lots of sage advice here. I am going to see the car Saturday morning and will go from there. Given that it has otherwise complete history and maintenance and only two owners, if I picked it up for $35k is that a decent buy? I lean towards yes, even if it needs the work I am still all in at $40-41k for an otherwise perfect 996tt w/80k miles. It's black/black with partial carbon interior.

Maybe. Are you planning on doing a PPI? Even with a PPI you may find other stuff that is wrong. Some examples are:
1. Window regulators
2. Power steering pump reservoir whistle
3. Intermittent oil pressure sender
4. Tires
5.Front spoiler
6. Cracked cup holder
7. Cracked tail light mounting brackets
I found these little surprises on my car even after a PPI

Definite PPI if the car checks out when I see it.
From the owners records; regulators were done a few hundred miles ago, tires are 6-7/32nds from 2014. He just had a mini-ppi done at his local dealer in Bakersfield who repaired everything that was currently wrong with it. I did ask he bring the paperwork with on Saturday so I could review what's been done. Front spoiler looks to be in one piece from the photo. Tail light mounts also appear to be crack free.

Make sure that you have the power steering reservoir checked to see if it has been updated. Part number for updated one is 997-314-920-31. The part costs $800 and $500-$600 to install.

They can /will repair your trans expertly for far less than the National $ averages.
These guys are no fools and are as fair as anyone I have ever encountered (7th Porsche in 40 yrs ). I've sent many there and they don't ( need to ) advertise.
Plus if I am not mistaken? The owner holds the lap time track record at willow in his gt2/cup car.
One of the last remaining advantages to living in la, is my proximity to them as and if needed ..as far as I'm concerned lol

UPDATE:
I went to go see this car today. It pulled strong (.7 bar) the clutch pedal felt smooth and not too high up (but no frame of reference). The PS reservoir was the old part number (996.314.220.33, I believe old part) and I may have heard some nose back there but it did not go away when depressing the clutch. Could not get 2nd to pop out, but could only test on level ground.
The bigger issue I think was under the engine. It was pretty wet and dark, so I believe it's been wet for a while. Is there a typical cause of oil down there (aside from being a Porsche)? RMS?

That looks a lot more severe than even a bad rms leak. Porsche even rates the severity 1/2/3
And if they dropped to replace the clutch they should have replaced that as well. It's literally an o ring.
Gotta see inspect better and is it oil for sure? and not pentosin? All in all leaks and 2nd gear pop? are approaching caveat emptor land.

Couldn’t tell you, but after our drive I smelled the typical hot/burning oil smell, which is what led me to believe it’s oil.
It felt like oil on the fingers, but I’m not sure what Pentosin feels like.
Im not even sure spending $$ on a PPI is wise.

now back on a proper computer. yeah, thats bad. were you able ti pinpoint the actual source? that pic its hard to tell, and I'm never good with identifying visuals of the motor/undercarriage. but thats nasty.

i would walk bro. theres a lotta cars available and youre still in "buyers season" AND LA. there are *more* here, than anywhere. why dont you reach out also to SAMBO ( sam ahdoot ) here, he is constantly hearing of terrific 911 turbo cars.

I couldn't tell either, there was quite a bit, and it was not like a spill where it's still clear, it's got a lot of road grime on it.
