do later models (2003 etc) turbos need coolant lines pinned?

The issue is not the year, it's the design and material used as the sealant. Any year with this design could be subject to a failure. And the newest 996TT version is now 12 years old.
Whether it "needs" to be pinned is subjective. If I used a 996 TT on the track, I would have them pinned; if not for my safety, for everyone behind me.
For street use it's debatable. I have a 2005 and have chosen not to make a special trip to the shop just to have them pinned. If at some point in the future, the engine is out or the lines accessible, I'll have it done.

No. They are bonded in. Not a matter of if, but when. You can wait for a failure or wait till you need to pull the motor for something else. When they go they go. Pull over immediately and have it towed.

That's the position I'm taking. Others may disagree. For regular driving on the street, I don't see the difference between one of the connections letting go and a hose letting go on another car. I'll immediately pull over, have it towed to my shop and all the connections fixed at that time. Until then, I'll drive the car and not worry about it. Or if I took frequent long trips where I would be out of a Porsche service area I would consider having it done. I don't do that either with my TT so that's not a consideration for me.

from what Ive heard from techs that this is issue is somewhat blown out of proportion. also from techs and vigilant owners, there will most likely be some slight seepage/leakage before they go, keeping a vigilant preemptive eye out, before the failure goes miles.
with that said if I were mainly tracking I would most likely have them done.

- Overrevs: huge concern, or much ado about nothing?
- High mileage cars w/ clapped out interior for $20k: great value street car, track car, parts car, or don't touch it w/ a 10 foot pole?
- Needless to say, which oil to use
- Efficacy of stock spoiler at various heights
- Which tires to put on my 19's
