Mine came with them too- I told dealer I didn't want a front plate (even though required here I takes my chances as it looks SO much better) and they were on the car when I took delivery.

Mine were not on the car. They were in a little baggie with the front plate backing piece...

my car had factory bumper plugs too.
however, they are smaller in diameter than those from eric, bumper plug guy. the OEM stuff is not very good, my peeled after one week. it's now replaced with eric's stuff. i HIGHLY recommend eric's bumper plugs.
