Default window problem

I'm having a peculiar problem with the passenger window.

#1. If I open the passenger door when the window is completely up, it goes down about 1/4 of the way.

#2. When the passenger window is down, when I roll it up, I hear a grinding sound that sounds like the weather stripping is dry, but it doesn't seem dry to the touch and I can't see anything else obstructing the channel for the window to roll up. When it finally rolls up (and the door is shut) it closes then immediately comes down 1/4 of the way. Then I have to roll it up again.

#3. This morning I started the car for the first time since Saturday and the window immediately went down 1/4 of the way and I had to roll it up.

In all 3 scenarios, when I roll it up after it automatically rolls down, it generally stays down.

Is this a window regulator issue?
