Engine oil level
Just did an oil change 996 gt3
Engine oil level on the dash reading is below half
I did fill up almost 9 quarts of Mobil 1 0-40
There is no oil on the dip stick. I check it when
engine is off

Did you read the Porsche handbook regarding checking oil level?
You must check the oil on both the dipstick and the dashboard readout when the engine is up to temperature, running and after waiting approx. 20 seconds with the engine idling.
After saying that, the dipstick can be misleading by not showing the correct level - at least mine is - I rely on the dash readout......

Both systems need to be verified they are delivering the correct reading by performing an oil change that leaves a known amount of oil in the engine then has the correct amount of fresh oil added back to the engine so the engine has the correct amount of oil in it.
Then the oil level, using the in-dash electronic system and a dipstick if fitted, is checked and the level (or levels) must agree with the correct amount of oil in the engine.

Oil change require 9 quarts, but you are only off by 0.3 quart. Each bar is 0.1L. Add a couple of tenths, drive, and measure again.

Dipstick not inserted all the way or the tell-tale end of the dipstlck gets hung up. The oil level on the stick tell-tale is misread. The wrong dipstick is with the engine. The dipstick does not contact the oil at the ideal location and any out of level condition results in an incorrect reading.

At this point, I wonder what the original poster means by "second Mark" when he says "the dip stick measure below the second mark". He might mean "the second mark from the tank end the bottom end of the dipstick" i.e. the Full Mark.
We're all wasting time trying to help. This is the reason Porsche has the dashboard readout in the first place.

Personally I just go with the dipstick reading (that's what Porsche owners did for decades before there were graphical digital dashboard readouts) But you and many of us want to reconcile the differences between the two readouts.
I think the solution is to add enough so both readouts are in the good range.
You weren't clear when you said earlier "...I did fill up almost 9 quarts of Mobil 1 0-40"
I would
1) Add enough so that the full 9 quarts was used
2) make sure the oil is warm and the car is level and your dipstick is fully seated in the tube. Read the dipstick again
3) That should get you just over the minimum on the dipstick, but you probably don't want to do that, so add enough to get to halfway between the dipstick's full and low level indicators. That should get your dashboard readout near full.
You'll have both readouts in the good range.
