My low budget front license plate solution
I live in VA and my local cops are sticklers for front license plates. I hate the factory mount but was living with it until this past weekend, when it popped out while I was washing the car.
Solution:
About $5 worth of industrial strength Velcro and some careful bending...
It sits virtually flush; it covers the holes; and best of all (for me) it covers the impression of a bolt and the plate holder from someone backing into me. I had it up to, well, moderately supra-legal speeds today and it didn't budge.

You already have holes drilled in your bumper, so why not just use them?
Bummer that your LEOs have a hangup about the plates. CA requires them as well, but I've had excellent luck (*knock knock*) with them not asking me to deface the 911 and the Corvette with license plates.

I hate the front license plate mount. Personal preference, I think it looks awful. I might end up getting a reflective decal of the plate made, but this is at least an interim solution.

On the topic of SoCal law - I had to enable LASER on my radar detector... on Saturday I saw a CHP standing on the center divider shooting folks with the laser gun. Bummer - until now, San Diego CHP and PD have been lazy and stuck to the KA.
OP, if you like it, that's what matters. I've looked at those tow hook mounts, but that's definitely not a low-budget solution.

In 23 yrs in CA I've had 4 tickets, 4 different cars, 4 different penaltys. The only constant is cops hate to have to inspect your car to verify you have "properly affixed" the front plate.

Yep, CHP with laser zapped me last year on the 805 south, right where it crosses over the 8.

I was on the 805 headed to Del Mar to buy some .45 ACP. I wonder if that's coincidence or if there's some reason they use laser on the 805.

I live in VA and I don't remember the last time I had a front license plate (maybe my 97 golf? until I knocked it off running over traffic cones (I was young, stupid, and hanging out with a friend that would ultimately think locking himself in a trunk was a good idea...)). Last night was the first time I got pulled over for it (every now and then a cop will tack it on) in VA. The sheriff was cool about it (I didn't BS him and admitted I knew it was required) though and let me off with a warning.
Now driving into DC without a front plate, that is a riskier gamble... Park police are dicks about it. A missing plate somehow necessitated 3 cruisers with 2 officers each, one of which stood next to my wife's window with his tazer drawn the whole time. Still haven't figured out what he thought the tazer was going to do through the glass...

I used the holes and my shop was nice enough to put their faceplate on. The fine here isn't worth me running without one and when I'm driving I can't see it anyway.

No front plates in NC, just higher gas tax.
I am surprised the CA law makers haven't realized you can do away with the cost of the front plate but charge the same reg fee.
