Inspection is due
Our state inspection is well past due and I'm sure when I get off my *** to do it, my rear brakes will need to be done (stops fine, but sounds horrid). I expect I'll need rotors this time too.
The primary use is normally pretty limited driving (trip to the office every week or so to make sure it stays healthy). Ideally if she can ever get her migraines under control she'd like to AutoX it regularly, but it will be in the stock class for awhile.
Don't want something that squeals like a pig every time the pedal is touched, but it should still stop like a Porsche. Low dust would be nice, but as long as the wheels aren't black after a single trip out its not critical.
So given that criteria, what do people suggest as options for both pads and rotors?

OEM pads are more than sufficient for normal driving and autocross.
It sounds like you need to pay closer attention to your brakes. I don't know who "she" is, but it seems to me that you should be a lot more informed about the status of your brakes if someone's using that car for AX.

I also need to figure out why (if they are indeed as bad as I think) the pad sensors haven't done their job. Guessing that they either didn't get installed last time or we might need to get the calipers rebuilt.

Is the sound a squeak or a grinding noise? Some pads just like to squeak, especially the higher performance ones. A little squeaking under braking is just a nuisance, not a safety thing. Since it's a resonance, it may come and go as the pads wear. Grinding, though = very bad.
I used uncoated Balo rotors when I replaced my fronts; been happy with them, but wishing I'd have sprung for the coated rotors since the unpolished surfaces all got rusty.
Still looking for mythical dust-free pads and open to suggestions. I'm very happy with the performance of the Centric/Stoptech 309s I put on last year, and they're a known performance pad you don't have to worry about track fade or anything like that with. They've been quiter than the crappy Minteks I used last time I changed and less dust, though still dusty- comes off easy enough with a magic eraser or rag, though, unlike Pagids and some of the dedicated track pads. Pelican Parts is the easy button for a lot of this stuff, but Rock Auto has a better selection of pads.

I recognize its a problem that needs to be fixed, it's not to the dangerous stage yet (for the usage it is seeing) just costing me more money as it tears up the rotor.

Not sure if akeobono bought out pad for 996 rear - they were coming out with fronts when I replaced mine a year ago. But that would be good wear, low dust, low noise. For rotors I went with Sebro from pelican - very happy as are many here ...

Looks like something got stuck under a pad. No noise today and plenty of meat left on both pads when I pulled the wheel off.
Thanks everyone for your opinions.
