How do you set the mirrors to dip in reverse?

The process described in the manual is correct. With the ignition switched on, but the engine not running you place the gear shift in reverse. Then press the memory button. You should see the mirrors tilt down as soon as you do this. If you don't, you might want to confirm your reverse switch is still operational. It's located on the tranny and known to go bad. You can confirm it's operation easily by seeing if your reverse lights actually illuminate when you select reverse.

So I set my mirrors as I normally would for driving and memorize the position, then I select reverse and adjust the mirror to the reversing position and memorize it again.
I am pretty sure I tried this before, when I select reverse no the mirror doesn’t budge.

I notice with mine that it depends upon the sequence of when I save the memory position. If put the car in reverse while saving the seating position, the mirrors will dip fine. If I then try to save the "Key" memory position as well, it won't save the mirror dip function. I am really the only person who drives the car, so I have just not bothered to save the "key" memory position...now all is good.
