Well if they quoted you $3800 including painting the interior...as the itemized quote says (?) Then you can definitely complain and demand/expect them to paint it. If it's not in the quote, then really, it's nothing you should "expect".

As for the roll cage fabrication itself...the work looks solid, albeit not pretty.
