Default Help! Tensioner or Tensioning Roller

Coming home on Sunday, far from any sort of P-car help, most of the warning lights go on. I never heard any funny sounds. Poking around in back I find the serpinetine belt loose and off all the pulleys. Odd. Afer an expensive flat bed ride home (90 miles) I pull the air filter and take a look. I find the tensioning roller came off, lodged in the lower engine bay. The 24mm nut that holds it on is gone and there are no bearings or other parts attached to the roller.

The bolt that goes through the lever is there.

1) Could the tensioner be bad?
2) how hard should it be to move the lever that the tensioning roller is attached to? I can't budge it.
3) can the bolt be removed from the lever without removing the whole assembly?
4) checking the deflection roller, one seems like it should spin more freely. How freely should they spin?

Help! Any thoughts or experience with this sort of thing.

1999 C4 84K miles.

1. Possibly, it should move with a little persuasion.
2. Use the closed end of a combo wrench around the lever arm and try to rotate it.
3. I never figured out a way.
4. The new ones spin with resistance, worn ones spin freely and easily. I believe it has to do with new grease and new seal.

Take the belt off and see if any of the pulleys wobble.
I suggest you fix this (if it is a pulley problem) before it breaks - sometimes a broken pulley takes out the alternator when it goes.

Actually I have seem this before on a Boxster, the whole tensioner just fell off and was laying on the bottom of the engine tray. The car had just received service from the dealer, I suspect it was damaged during the belt change.
