All cars imported into the US meet emissions specifications for all 50 states. California used (prior to the mid 90's) collect an "environmental impact fee" when you import and register a non-California vehicle into the state. This was later found to be illegal and those fees were refunded (upon request).
As long as the car was a US-spec vehicle, it is equipped to pass CA emissions testing, though any changes to the emissions equipment in the intervening years should be verified to be CARB (California Air Resources Board) compliant.
