Default Central Locking Issue

2002 996 C4. Central Locking Issue. With both doors closed car not running, press dash button or key fob and get two clicks from each door, but no locking. Can lock drivers door but does not lock passenger door. Windows go up and down when opening and closing doors. Red light on lock button when driving. No interior lights.

When you pull the key out of the ign switch, do you get a distinctive clunk? That clunk is the key out signal, if it is sticking the car will think the key is not removed, check that first.

Battery is good and I do hear the loud click when removing key. Is there any way to test the door lock actuators?
