A good mechanic should be able to tell if the car has been maintained for the 200k miles. I don’t know if I’d lowball down to 10k but I’d probably start $11.5k. As long as the is mechanically sound minus the things you already know. The wheels are not stock 911 but do look similar to cayenne wheels. It’s easy to check if you take one off. And yes the cayenne does have a similar fitiment to the 996. Personally think 996 are an amazing buy these days and will start to climb back up as they are one of the last user serviceable 911’s ans are basically the last generation of analog 911’s.
The ims thing is highly owner blown and the issue affected at most 7% of cars. Most cars over 50k won’t have an issue but it should be done when the clutch needs doing.
Personlly think 996’s are the car to own and don’t worry about the haters out there. You may however want to see what other options you have near you in the 13-15k mark. Some may have a better service history that may put you more at ease.

Pass on this one, it seems like a very poor deal to me. I feel like for that kind of money you can get one with the IMS/RMS and clutch done and it won't have 200k on it. Im not sure of your overall budget but if you were willing to spend around18-20k you should be able to get a really nice one with under 100k. If you are willing to take the gamble have the PPI done first, then offer money because not many are going to want to come down 4k and then allow you to take it somewhere to have it nit picked again. Just my opinion, good luck!

From what you described it needs $3k in work on day one, so they are asking $17k for a 200,000 mile car. In today's market you could do A LOT better. If it needs a suspension refresh, which you might not know if you are unfamiliar with the brand, add another $4k minimum.

My sons friend works at a Porsche indy shop, he is going to check it out for me. Agreed, not worth what they want. I am thinking IF I offered anything, I would not want to pay more than 10k for it, probably starting around 7K based on a comment that it is not much better than a rolling chasis, a bit harsh but maybe some truth to that. But I also agree that much better cars can be found, esp from this group here for better value vs all the unknowns with this one.
PS: is it reasonable to assume with the miles that this car has had the IMS sorted?

Very off topic, but I looked at the Victory ad photos.
What’s up with the huge airbag warning sticker just under the passenger airbag.
I don’t think I’ve ever seen one there before.
Have I just never noticed them before on early cars?
I’ve worked on quite a few now, but normally I don’t get inside them very often except to start them.
But I can’t believe I’d miss something that prominent.
