I changed the hook cover and the rear windows still do not work. the clam shells closes tight. what else could be preventing the rear windows from going up?

There is a microswitch in the latch mechanism that probably isn't functioning. The switch senses when the latch is fully closed and enables the rear windows. When the top is raised and the hook engages, the micro switch activates and the rear windows should function. With the top down you can also make the windows work by pressing the switch inside the latch mechanism and then activate the rear windows.
