There are 4 openings next to the headlight and I'm trying to figure out which one adjust the night time xenon light?
1st opening is to release the head light - not that one
2nd one is blue
3rd one is under the blue cap
4th one is further forward closer to the fog

You're going to need a pretty long allen wrench to get to it unless you take out the assembly. Put a flash light on it and you'll see - standand length isn't going to get there. There will also likely be some fumbling around to get the wrench in.

Yes, that is correct. It's a PIA to get in there. I found an extra long Allen key with a ball end to work best, as the ball gives some allowance for not having an absolute straight shot at the head.

Is this for adjusting just the HI beams?

High and low beam. Not driving lights.
