Default Aircon Dial Switch

After some time in the repair shop, my 1997 Turbo is back. I noticed though that something's wrong with my aircon. My aircon dial that controls the fan speed no longer works. When the top "snowflake" is depressed, cold air blows out the vents and is steady (it stays at one blow strength) no matter if dial is set to 0,1,2,3 or 4.

Would appreciate it very much for advice on how to fix this. Thank you.

The top snowflake won't adjust fan speed. It blows only on high. The lower snowflake is adjustable with the rotary switch.

Overboost is correct, I'd suggest you take a look at Tore's site which can most likely answer any type of questions with your CCU.
