The "S" bumper is not a change, it's the addition of the "S" lip to your stock turbo bumper. I think the lip is about $600. It needs to be painted, so adding it when you respray the front is the way to go.

I'm glad to hear u guys think that a front hood respray wouldn't decrease the cars value. I've considered doing the same due to rock chip but figured it would hurt the resale value of the car.
