Why have air cooled Turbo motors always lagged the NA?

Also Porsche did not have infinite resources. They brought out the bread and butter higher volume models first and then they did the engineering for the turbo.
For a "small" run of cars did it make sense to dump the CIS system and go to motronic? Not immediately. I am sure it takes a lot of engineering resource to "get it right" and Porsche made the financial decisions and allocated the engineering resources accordingly.
