Is a car driven only 5K a year a low mile car? If so, you're talking about a 100K mile 20 year-old 993 at this point. Is 100K miles considered "low mileage" for a 20 year-old car? For some, yes. For others, decidedly not.
Also, there are plenty of "extremely clean" 993s with over 100K miles on them. At least with this crowd. Low miles and extremely clean are not mutually exclusive. There are some pristine 150K mile 993s on here, and some ratty ones with only 40K miles. Also, would you be interested in a 993 that's low miles and clean, but painted, say, green or brown?

If I were to guess, he's likely looking for a sub 20k mile, blue chip condition C4S with no paint work, impeccable documentation and a nice, safe, investment color like white, silver, or black

Just bought a home in Florida and received an estimate on the renovation (more than the cost of this car). May think of selling, but am not pressured and am not in a hurry. This is one of the rarest C4S (993) on the planet. Period.
