I have not seen a wire bundle wrapped like this from the factory. Harness wires are typically completely covered in a adhesive cloth like sheathing I have not looked at this specific harness location but I suspect at some time in the past it was opened up to fix a problem or add an aftermarket somthing. In these cases tie-wraps are your friend. The black exterior grade ones last longer without becoming brittle as the white ones do.

It appears to run up out of the area behind the carpet on the center console just to the right of the gas pedal, then turns and runs across the car between the driver's foot well vent and the lower edge of the dash toward the left side of the car. It appears that where yours is "drooping," mine is attached with a cable tie to the underside of the dash. Maybe someone was doing some CCU or radio work and had to loosen yours?

Here is a pic of my '95. I believe this is the factory position.
I have a theory on why it is moved. After I installed some new, thicker mats the top of my foot occasionally hits the wiring. I have been meaning to get in there and re-route the harness so it won't hit my foot. It is very disconcerting to have something in the way of braking!
EDIT: Does anyone know the purpose of the black plastic cage that is shown in the first few photos?

agree, It is very disconcerting to have something in the way of braking! and that's why i believe the cable bunch should be secured up and out of the way; it wasn't hitting my foot but it should not be hanging down. Problem is there isn't much above which is reachable to secure it to!
The black plastic cage you are referring to is the lower heated air 'distributor', there is of course, one on the passenger side too.

You might take a look at a product like this ( http://www.uline.com/Product/Detail/...A&gclsrc=aw.ds ) ...Not recommending this specific product but something like this applied to the underside of the dashboard may work....I've used them in the past in similar situations...YRMV

That's the Climate Control Module wiring loom. Normally it is zip tied to the plastic ventilation housing at the factory.

Hi Tore,
I'm wondering why the CCM loom isn't routed out of the way, over the top of the steering column, instead of underneath!
I think I'll take the top of the dash off and have a peek in there.

As Tore mentioned, that bundle of wires goes into the back of your CCU. It was secured from the factory and may have been cut loose to gain access to CCU. I had to cut mine loose to pull CCU, when I put in fan overide switch. I then re-secured it, tucked up outta the way.just zip tie it up onto what's above it.
Note: you won't be able to remove CCU if it's secured. You need to create slack. Someone just didn't put it back

Not to start an argument, but I was able to remove and re-install my CCU without loosening/detaching any cables from their tie-down points. It was tight, but it wasn't particularly difficult to do.

Ignore the yellow dots and circles in this pic. They are for the voltmeter wiring locations.
