Sounds like they're willing to work some kind of exception for classic cars but I can't imagine how this is supposed to be feasible in general. What are you supposed to do if you live there? You're forced to buy a new car just to be allowed to drive to work? To drive to your own home? What the heck?

Um, er, ah, you mean to tell me the gov't is banning cars from an era that built the stinking roads and area, to begin with?

Meh. Political posturing. Boris Johnson (the mayor of London) loves the headlines. I'd be very surprised if there won't be an exemption or other.
BTW, Germany has several regions where cars with high emissions are not allowed (Umweltzonen) BUT 30+ year old cars registered as historic are exempt.
Bonus 993 content - our cars generally conform to Euro 1 emissions standards and are therefore eligible to enter those "Environmental Zones".
