My 993 story
After a while of lurking, reading, looking for cars, almost buying my buddy's 964 targa, then wanting a coupe and selling it for him, more reading and looking...I finally found a car that I was willing to invest a PPI and one-way airfare on.
1995 "C4S" 6mt
100k miles
same owner last ten years, PCA member owned before that who presumably tracked it.
records from two well regarded Indy shops.
I say C4S in quotes because now the Indy isn't sure it is one. I went with an Indy different from where the car was maintained.
how can I verify this?

Good on you for going to a different indy than the one who can't tell if it's a C4S or not.
Easy ways to verify are rear badging, is it a widebody, does it have side skirts, does it have "big red" brake calipers. If you can post some pics, we can help more.

Some immediate visual cues would be it's a widebody and has big red brake calipers. This would be quite obvious vs a 95 993 C4.
Could this be a 95 production but technically a 1996 C4S.
If you could post up some pics I'm sure you'll get plenty of confirmations here.

I have some pictures in my email/phone but I'm at work so can't find a way to download/upload them on to here or a hosting site.
more importantly the car is visually a widebody. The Indy doesn't think it looks exactly like other 993 4S and Turbo, and isn't sure its a factory widebody. his analogy is to 930 turbo looks and Slantnose looks on earlier 911s. He said in particular the sills don't blend into the fenders like on other widebody cars and that the sills aren't fully steel like they should be.
the calipers are big red turbo type calipers on the front but not on the back. since the car was probably previously tracked (10+ years ago), maybe one set of callers was replaced? Which is the original and which was replaced I don't know.
he called his contact at the dealer as well to run the vin. That person also drives a 993 S and is knowledgeable about them. He ran the vin and it says carrera 4 coupe. he also said there was no 4S in 1995.
The in service date is 8/95, if that makes any difference. could there have been a 4S very late in the 1995 model year?

All the clues above are perectly valid, but what does the one owner PCA member previous owner say it is? One would assume that he would have figured out what his 993 is during his tenure with the car

It is not a one owner car. sorry if that was unclear. the PCA member was the owner before the current owner/seller. Finding him (the pca member) from 10+ years ago is probably not worth the effort, even if it were possible

Here is a document that the seller provided when I asked about options and other details earlier this week (we have still not had any "C4S/not C4S discussion" based upon events today). This is supposed to be "straight out of the Porsche database in Germany"...so what do you guys think?

There is something that does not look right, to say it is a genuin widebody, although, as you said the pictures are low res.
The rear quarters don't look like wide body guards, just the shape, are they NB guards flaired.
This is just a guess
The front bumper is of a NB and not a wide body car, plus it does not fit right, I would check to see if it is fibreglass.
In saying all this does the car have the ID sticker under the bonnet or in the service book?
As under the VIN number is the model type, eg. 993 XXX
The XXX will have for C4S 140 or C2S 340
When I was looking for a 993 I found what looked like a C2S that turmed out to be a C2 that had had a big stack and the repairer had put S rear quarters, sills and front and back bumpers, I was not happy, but the dealer was more unhappy as her purchased it as an S and paid top dollar for it. I didn't buy the car
