Between 5-10% is okay for the mileage, but 11% isn't bad. How is the leakdown compared to the other?
In addition, if they say it's a burned valve, then they should have proof of that with air escaping the intake or exhaust. When I had a 25% leak down on one of the cylinder, I put plastic bags at the end of the exhaust and see it slowly fill up with air.
The base cylinder leak could be very annoying as it is impossible to fix and can drip onto the heat exchanger which would cause smoke and burnt oil smell could enter the cabin.
Unless the rest of the car is pristine or excellent condition, the price is probably $5K too high.

Decided to move on to another car. Could have been fine but not willing to take the risk at this point in time and price was too high (39k)
