In california you are required to use a headset or earphones for your cell phone.. so I guess I'll get off on a technicality there-
Even on that though, I think both ears being covered is not allowed. The handsfree is one ear, yes, but also with a conversation you can still hear a siren and such. You have headphones and cranked up music, you probably can't. Just my $.02
