Most any vehicle will Auto lock the belts if pulled all the way out. Usually, all you have to do is let the belt fully retract and those locks will release on their own. There should be no reason other than age or lack of use where they'll stick. My kids in the back lock those belts in my 993 all the time. My land cruiser, Lexus, Volvo, VW, all exhibit this belt lock behavior and all are remedied the same way.

Revisiting this.
I am having the same problem, seatbelt is locked and can’t get it loose…. Been hoping it resolves itself on its own.
any newer tricks to get it working without removal/replacement?

I had ordered a replacement belt from Sun Coast Parts 5 weeks ago, yesterday it finally showed up. To my dismay, it also came locked up. I did not really look forward to waiting weeks for a replacement, so I cracked open the cover of the retention mechanism on the right. Three black, stubborn tabs popped it right off. I noticed that the semi-transparent “claw” with the metal ball had moved in transit and the ball had popped out. Sliding out the claw and resetting the ball took care of that. Only later did I realize that the newer versions of the OEM 993.803.021.00 replacement seat belt offered a simpler (improved?) retention mechanism over the old belt from my ‘97 WB. I poked around the inside of the belt retention mechanism by the belt spool and pushed down a black peg that kept engaging the lock. Et voila, the belt came loose and is now working as intended.

The new replacement. I tried to apply the same trick to the old one, but it didn’t work. It does seem like the locking mechanism changed between versions of the same part. The new belt has a smaller locking mechanism, lacks the black cover on the red toothed wheel and the little white lever that Gregmartin mentioned back in 2014.
