JPS - I think the answer to your question is in the potential quality (or more likely the significant lack therof) of every aspect of these wheels.
I personally would question the metal composition, correct casting process, stability, etc of any wheel where the price seemed far too good to be true.
These wheels are most likely from factories where quality control doesn't exist.
It's up to you to determine how much your safety is worth.
