In BC when you get a plate you get them from the province run insurance system. When you get new insurance you can get a new plate for only $18 and you can look through the numbers they have. When a series of plates gets delivered you can pop around and see if they have any 911 or 993 plates and switch them for $18.
I got 911 plates when I got my car, thanks to an insurance dealer who had one put aside.

^^^^Like Zack said, ask the insurance agent and they can usually find the appropriate 9__ plate, though so far I've failed in finding them with my initials as well. Way better than paying extra $$$$ for "personalized" plates as well as less conspicuous. Those who get it, get it. Got it?
