Buying a 97 C2S
New potential 1st time Porsche owner. Saw one locally white with black interior. 81k on the odometer and new clutch. PPI shows shows strong engine and no issues. What should I offer the seller? Thanks.

The owner would likely hang up on you if you called him with a $28K offer. Since an offer by a potential buyer is actually a counter-offer to the owner's asking price, knowing the asking price would help. No point in offering $42K if the aking price is $40K.
Typically, a serious offer runs no less than 90% of the asking price, assuming that the aking price is in the ballpark. Too many variables to say this is any kind of rule, though.

Nobody is an expert. The market price is the price that's acceptable to both the buyer and the seller at that particular instant in time.
It has (relatively) high mileage but it's an "S".
Anderson's guide puts a 1997 "S" between 22675 in "so-so" condition and 34513 in "excellent" condition.

With the new clutch(3k) and since it is the best color cobination, ah..yes Glacier White on Black...and 80k miles is no miles (I almost there on my car), ppi dependent 38k to 42k...compare it to what some folks on here are asking for similar NB cars and add a few dollars(not sure how much $$ since the WB premium drops with mileage).

I don't think you are providing enough info. Service records, top-end rebuild, compression/leakdown, accidents, #owners, and the list goes on. All of these play a huge part.
$28k is a starting price for a non "S". An "S" would probably bring $10k more in today's market.

1) There's not enough info for us to be able to help you
2) An average condition, no stories C2S with that mileage would probably be in the high $30s to low $40s range.

I just spoke to the owner today and asked all the info mentioned here. No top end work done (currently 81k miles), clutch is new, no oil leak, 3rd owner car, full service record, no window sticker, repainted front bumper due to road chips (professionally done), all stock, no compression/leak down done. The seller has a PPI of his own which he claimed no engine issue but I won't settle with that until I get one myself. How much is a top end rebuild and what are some of the other costly repairs with the 993 (e.g. oil leak)?
Dang Phil, he will shoot me if I offer a buck. The 88 turbo never came through. The owner doesn't seem to know what he's selling and gave me bunch of stories. The 928 will cost too much for body work.

I would say that those are good answers. Settle the price and move forward with the PPI. Top end rebuild is anywhere from $5k to 10k depending on shop and location.
Oh, you may also want to post a string asking a RLer to do a drive by if you can't put your own eyes on it due to location. These RLer inspections are helpful and always at the right price (a beer or two).
Good luck!
