Oil cooler fan not working...newbie needs advice

Indeed the fan motor seems to be locked. I have recently had a shop paint the bumper, apparently they sprayed some onto the fan motor.
What i did is rotate the fan with my hand, it didnt rotate freely at first but after 180 degrees it did a bit. i replace the fuse #2 in the cabin and turned on the switch and voila it worked.
The sad part is when i started the car later, the fuse blew again and found that the fan is stuck again.
Any special spray i can use to clean it and have it move freely again ?

BTW, having an oil cooler fan working where you live is a lot more critical than say an AC condenser fan that does not work.
