IIRC, my oil pressure gauge fluctuates with RPMs. Is this not normal??

My oil level gauge has only worked one time, right after an oil change.
Is there a single root cause that is predominantly responsible for the faulty oil level gauges?

I would say it should vary with RPM but at any given time at a specific RPM the pressure should be steady.
