I would say it is not. IIRC, the factory tail is one piece, fully integrated with the deck lid. This one appears to be a two piece.

Well then, I stand corrected. The seam between the spoiler and the decklid was what made me believe this was non-OEM. Maybe I am confusing this with the Turbo S tail....

Turbo S tail has no seam. Turbo (factory) tail has a seam.
