Default Part identification help

This part was in my glove box when I bought the car. Any idea what it is? Thanks.

I keep mine in my tool set under the front bonnet.

Although, after my ordeal getting a broken locking lug off during my suspension install, I've replaced all the locking lug nuts with standard lug nuts. Heck, people don't want to steal my 10 year old 17" stock wheels.
