There are no rules in the Rennlist charter, as far as I know, and participation in a GB is left entirely up to the organizer of the buy, in this case, Arrwin.
If you look at others that have indicated "IN" to this GB, not all are members, so I guess it is open to all.
I'm sure I will be corrected if that is not a true statement.
