Default Buyers Beware: Roxane- scammer. Moderators pls investigate

So I think I've just been scammed. I bought the RS side skirts from the seller @Roxane in marketplace.

Comms were good, agreed a price and shipping. Roxane (Nick) kept saying they were going to ship after the weekend (last weekend) but never did- to be fair he says he's in Puerto Rico and I thought the earthquakes were the issue.

More than a week since I paid him and now I'm getting no response to PM's. So I look him up and see if he's been posting- there are a ton of for sales posts started by him for some pretty rare and high value items... and not much else! New user too.

I've started a PayPal escalation. I hope I'm wrong and Nick reads this and replies and there is a perfectly good reason he is ignoring my messages.

Be careful of those for sale posts in the meantime.

Did you request your item to be shipped "goods and services" or "friends and family?"

That's great news. File a claim with PayPal and you will be reimbursed for your loss under PayPal's Buyer Protection for items requested to be shipped under "goods and services." If you requested your item to be shipped under "friends and family" (less expensive) you are not protected.
Any documents that you have between you (the purchaser) and the seller, including emails, notes of telephone conversations, proof of payment will be required by PayPal to begin your claim and reimbursement for your loss.
You had written in your post that you also had private messages, none of which were responded by the seller. You may also want to include your private messages as part of your claim.
PayPal will begin their investigation of your claim. The seller will have his story. The greater you can support your position, the greater the probability you will be reimbursed for your loss.
The sooner you file your claim the better. Contact PayPal immediately. PayPal take these claims seriously.

Did the seller's responses stop shortly after the earthquake?

I am aware that Puerto Rico had a significant earthquake Saturday and the earthquake knocked out power. That may justifiably explain the seller's failure to respond.
For peace of mind, you may want to check prior purchasers experiences. If prior purchasers had positive experiences with the the seller and the seller's responses suddenly stopped after the earthquake, then the earthquake may explain reasonable extenuating circumstances and the seller's failure to respond.
Also did you make payment preceding the earthquake and do you know whether or not the funds were paid to the seller? If so, when?

He was emailing me during that claiming USPS couldn't make collections so he has power. Also, he has regularly been updating and answering posts on his other for sale threads.

I just checked his last activity on his profile and he has been active on the site since this thread went live, so he's seen it most likely and chosen not to respond. Very fishy.

I hope the moderators step in and do something.

My advice: file a claim with PayPal as described in post number five (5).

so is this the same guy ? I paid for a set from him last week and he said he was delayed in shipping because of family issues but forwarded a UPS shipping and tracking yesterday , I could swear his name was nick also ?
if so I just got taken as well damn ...
well his name is Nick and he used his mothers PayPal , I seem to recall a Carlos NIN was banned on pelican quite a few years back
this is speculation on my part will update once I receive whatever is on the way
( UPS tracking was an entirely different item different seller ) uhg !
i called the PR phone and got another gentleman who said the PP is his wife's , then Nick
called back saying he was still intent on sending the skirts I told him never mind just refund !
he said he would by close of business today we will see , ? YMMV , Bert

Sounds like we've both been taken. Yes, used his mother's PayPal. I was suspicious because his for sale posts have some ridiculously rare and high value items.
