You need a 911 with 19" wheels and PASM.
Even then, you will not rid yourself of the road noise, I have 20" and 19" wheel sets.
On rough roads the ride will still be less than tolerable for many.
To day on one 20 mile stech of HWY 60 in Wisconsin I had to stay at 40-45mph in a 55mph zone because of the rough road with 19" winter tires.-Richard
I agree, even the 19s on my 2014 Boxster were at times rough. I just want to make it even marginally smoother.

I'd switch to 19's. Without PASM, there isn't much else you can do.

I have heard and read about this with this tire. This might be the cheapest route for me. Plus I get to keep the Carrera wheels looks too.

Well I hope changing the tire will be enough. If not, then 19s it is.

Yes. Change the tires first. I purchased the Michelin Pilot Sport 4S for my stock 20" wheels. There is a huge improvement in ride quality, noise, and handling over the Pirelli tires that came with the car. I also live in the Bay Area and needed a significant improvement to continue driving this sports car on our broken roads.

Right on! Sounds like we are on the same boat.

Can you post some pics of your car?

We do offer a Stand Alone Kit for vehicles that do not come with PASM.

It includes a V1 Standalone Controller and DSC Sport Wiring Harness, and it requires a set of active dampers from either Bilstein or Tractive Suspension.
