I just specced a GT3 and it cost $10 K less than the Targa GTS I specced and ordered. Should I get a GT3 as my daily driver instead, knowing it will be winter-driven?

You can daily a GT3, although the targa is certainly more comfortable and much quieter inside. Targa is AWD, which is better for winter. Rear visibility in traffic is much worse in GT3 due to wing and the two cars drive and feel very different. I wouldn't base your decision on just a 10,000 price difference. If that's the sticking point, I'd recommend the Targa S.
If you live where it snows I wouldn't get a GT3 if you want to daily it year round. The clearance is much less than a targa, which is also key with snow.
One of the reasons I daily my GT3 half of each week is because I live in Southern California.

Cup 2 tires will crack in the cold, RWD, very low to the ground, high strung motorsports engine that will not be happy being daily driven in cold weather.

KenTO, you can't just order a .2 GT3 as this a limited production model. I put down a deposit 19 months ago for mine, and have a long relationship with my dealer.
If you just decided this week you want a .2 GT3, then you'll have to wait 20-24 months before you can get one, or you'll have to pay $30,000 markup over MSRP if you want to skip the line and get a .2 GT3 this year.

Even with the crazy demand for the .1 GT3, everyone who wanted one, eventually got a .1 GT3, just not for a few years and close to the end of the production run.
If you call a bunch of dealers and place deposits now, you will get a .2 GT3 but likely only in the last 4-6 months of production.
Will be a 2 year run, MY 2018-2019.

We'll I'd at least try to put down deposits at every dealership in your state, including Spokane. Be sure the dealer knows you're not expecting a car until the last year of production and they will be more likely to put you on the list.

Nice that you get that tax credit. Doesn't apply to California. They really punish you here if you buy a nice car very often.

I find this so interesting. I mean, you can still wind it out in first with great excitement, no? Don't get me wrong, I haven't driven a GT3 nor a GT4, but this is kinda bursting my bubble a bit as I don't track..

These are awesome machines, but there are practical issues with using them around town. If you don't track, then you'll never get to really exploit them. Not a deal breaker, just something to think about.

Been there, done that. Great car for the track, not such a great car for everything else. Car has great cache and everyone wants one, but unless tracking is a big part of your plans for the car, reality isn't as great as the idea. Tried real hard to make it work, and it wasn't my DD, but the wing was an obstruction in traffic, the 9K redline was illegal to reach on the street except in 1st, the lift didn't work for unseen small dips where the front lip would hit (10mm lower than SPASM), and truth be told the exhaust sounded pretty dull below 4K. Unless you can drive the car hard on the street it becomes frustrating real quick. Just a former owner's opinion, but I am not rushing to the dealer to trade .2 C2S even w/ an allocation.
100 percent this and why I'm ordering a 991.2 GTS instead.
